After a one-time fee of 25,000 councils and spending 4 hours offline (hangout) to create a business, these can be redeemed for 1,000 councils each. (This only applies to redeeming them in Statehelm)

Some vendors like [[ProjectGorgon:Hulon the Hoarder]] or [[ProjectGorgon:Flia]] in Serbule will buy them. But you need to increase their favour level to get full value. This does NOT require paying a fee of 25k councils! (See Section 'Selling' below for a full list of NPC vendors that buy them)
