Regarding Sgt. Toluar, if you are certain her leadership is no longer the problem, then you need only remind her troops how to behave. At the next inspection, any troops that are out of line should be sent to the productivity expert. When they are able to return to work, they will be role models for the other troops.

If that doesn't work, we will find a way to transfer Toluar. She is not a good leader, but she is an expert with the bow and a mighty warrior. Perhaps we can find a pretense to promote her to the Elite Guard. In any case, do NOT suggest that she is in danger of demotion. She is no coward, and would invoke the Combat Clause. At best that would cost Blue Team an excellent marksman... and at worst, two.
