Traditionally, a rank precedes a name and does not mention a particular post (in this case - UEES Polaris), hence we can make an educated guess that her rank is unknown. Given that UPEN and UEEN tend to appoint Commanders to command corvette-size ships, it's possible that Lucia Franco's true rank is that of naval Commander, not naval Captain, but in absence of confirmation it should not be named.
