Summary
Nelson Ballard asked you to be on the lookout for a super-intelligent rat. If found, Nelson needs the rat's head decoration -- some sort of tiara or headband.

Preface
"The nonsense I have to deal with. An Elf in town recently reported a theft of his magic headband. But get this: he said a super-intelligent rat stole it from him in the dead of night. Clearly more is going on here, but he won't say anything else.
And the frustrating part about this idiotic story is that I believe him! So, if you're travelling in the woods outside of town and you come across a super-intelligent rat with a tiara or something, can you bring it to me? I need to get to the bottom of this, and I think that head thing will be a useful bargaining chip.
