The recipe is unlocked after studying the Dragonwilds:bloodstained hilt, which can be purchased from Postie Pete's Dragonwilds:Evil Emporium for 300 Dragonwilds:infernal fragments, or acquired from Dragonwilds:chest (dowdun reach). It can be ascended at the Dragonwilds:mystic forge using Dragonwilds:ascension cores.
