Ruby is a gemstone that can be obtained from mining Mithril Ore. It can be found if the player has unlocked the Dragonwilds:Gem Prospector perk at level 16 Dragonwilds:Mining. It can be manually mined with an appropriate pickaxe, either directly or by using the Rocksplosion spell, which also requires the appropriate pickaxe.
