Houndmaster Rexiton doesn't realise the power that he wields. If he wanted to, he could trigger a huge power-shift in Dowdun Reach. The hellhounds obey his voice. His key, and his key only, turns in their locks each night. With a pointed word or a neglectful thought, he could cause chaos.
Rexiton would never turn on the Reach because, at heart, he is a devout romantic. It's a combination that Lord Rasmodel noticed quickly and capitalised on.
Rexiton was devout to both Zamorak and the Reach. He was an idealist who believed that Dowdun could become the centre of Gielinor. With Zamorak in the ascendance, and Dowdun so heavily fortified, he earnestly believed it could become the capital of the known world.
Rexiton also wanted nothing more than for everyone to get along. The rifts of Dowdun Reach were seen as temporary to him. If he could form a bond with a hellhound, then the world could drop its squabbles and come together in peace.
Lord Rasmodel couldn't think of a more lovable idiot to be in charge of one of the Reach's most formidable weapons.
