Would Dowdun Reach be standing without mithril? At the very least, it would be standing elsewhere. And since 'elsewhere' would put it in the path of dragons, the Withering and Saradominists at various points on Ashenfall's timeline, you would have to surmise that no, Dowdun Reach would not exist.
There was a time, before the Withering, when a choice was made. The Children of Shadows became paranoid about the prospect of attack and betrayal. It did not seem to matter that they were guarded by dragons who manufactured peace. Dark whispers moved them to act.
Their lord, a man by the name of Rasmodel, prepared an edict whereby a faction would form. This would be the Shadow Knights, and the knights would enforce the will of Rasmodel.
An aspiring knight needs weapons and armour, which led to Rasmodel's choice. Were the knights to wear mithril, the metal that now freely flowed from the mines of Dowdun? It was strong enough, but mithril's value was in its perceived rarity. Or were they to import a different metal, one that would be costly and awkward to source - particularly for a force that wished to remain inconspicuous?
In the end, the choice was made for Rasmodel. The dragon, Xikotal, had a gift. In one claw, he had coal, in the other iron. He wanted to help the Zamorakians, to bring them an offering that might soften their determination to isolate. In the dragon's optimism, the gift would bring the Zamorakians into the wider Fellhollow community.
Rasmodel had his steel. He could outfit his new order. With the misguided dragon's help, he had his knights. They would ensure the rest of Fellhollow would keep their distance.
