The Stormtouched Cape is a craftable Dragonwilds:Armour piece. The recipe is unlocked by acquiring the Stormtouched Cape Pattern, located at the top of the Dragonwilds:Highlands Castle in the Dragonwilds:Stormtouched Highlands.

Journal
Centuries ago, a spell was cast over the Highlands that changed it forever. Once temperate skies became pendulous clouds filled with lightning. Electric hate that strikes at anything and everything that dares step beneath their gaze.
War changes everything, even the sky.
The land itself is strewn with the dead. Ancient skeletons of colossal wyrms, the monstrous creations of dragonkin science, lie across the terrain, dead eyes watching over everything. Dragonwilds:Lacrussa considered these monstrosities her finest work. Yet she shed no tears at their destruction. She could always make more, or so she believed.
It was a lone girl, a necromancer of great power, who turned the sky into a curse. A last act of vengeance for a fallen friend. She dug into forbidden magic, drawing power from the countless dead slain in constant conflict. The garou, lords of this region, were not prepared for the power of grief, for it was a concept alien to their primordial nature.
These stories weave into the threads of this cape, barely remembered, yet never quite forgotten.
