The placement of fossil is hardcoded (for its lowest point) with 2 steps in order:

  1. It takes minimum value between OCEAN_FLOOR_WG heightmap and original placement position;
  2. It takes maximum value between 10 blocks above bottom of the world and placement position from first step minus 15-24 (randomly).
