Infernal Fragments is a type of currency used in Evil Emporium to purchase several item recipes, and capes - these can be found in chests within Dragonwilds:Dowdun Reach, or dropped by certain monsters, such as Lesser Demons, Hellhounds, Hellrats, Dragonwilds:Black Knights, Zamorakian Acolytes, Mages of Zamorak and Shardbound Lesser Demons.
