It is a reward from Dragonwilds:Animal Magnetism, and additional ones can also be crafted via the Dragonwilds:Crafting Table after the quest. Ava's Accumulator adds a 10% chance of recovering arrows when worn.

The cape was revealed in the Dragonwilds:Dowdun Reach trailer, but it has been confirmed by Dragonwilds:Mod Raven that it was not supposed to be revealed yet. Template:CiteDiscord
Despite not being officially updated to craft, the device is within the game's file since the release of Dragonwilds:Fellhollow.
