Earned by completing quests for NPC's in ProjectGorgon:Statehelm. This renown is a separate currency you can use for training instead of using councils.
You can earn 50 renown each night in Statehelm by completing 2 quests that involve killing Ratkin Muggers and Myconian Vagabonds that spawn on the west side of town at night. These two quests also give 3 ProjectGorgon:Council Certificate each.
