The Council of Eight was formed by the remaining members of ProjectGorgon:The Council of Thirteen after the ProjectGorgon:Dissenting Five were exiled. They ruled for 103 years, and replaced members when needed. When ProjectGorgon:Torsagar the Regent opted to retire, the Council of Eight chose to not anoint any new members. They eventually became known as ProjectGorgon:The Council of Five.
