Template:Infobox Character Alexandria "Alex" Dougan, Advocacy file #TS1 65323 089, is one of the Empire's most wanted. Described by the Advocacy as female, StarCitizen:Human, medium height, and sleight build, brunette hair. She is thought to be in her late twenties. A savant pilot and incorrigible scofflaw. Known associate of the StarCitizen:Banu hacker StarCitizen:Mas Houlan. The two outlaws are known to operate a StarCitizen:Crusader Industries Mercury, the "StarCitizen:Belligerent Duck".

Dougan and Houlan are wanted across various systems for crimes including illegal data running, interstellar smuggling of contraband, possession and transportation of banned substances, transport and sale of stolen data, resisting arrest, espionage, digital larceny, assault and battery of law enforcement, impersonating an Advocacy officer, illegal transport of a protected species, insurance fraud, drunk and disorderly, and public indecency. They are even suspected of smuggling contraband in and out of StarCitizen:QuarterDeck.<ref name="ReferenceA">Template:Cite RSI</ref>

Dougan and Houlan have reportedly robbed a laboratory facility on Terra owned by well-known weapons manufacturer Behring Applied Technology. They are presumed to be somewhere within Terra, or a connecting system. They should be considered dangerous and should not be engaged under any circumstances.

Alexandria Dougan has garnered 28 warrants across 9 systems.<ref name="ReferenceA"/> The target of the robbery was data pertaining to StarCitizen:Project Stargazer, under hire by "StarCitizen:Mr Grouse". The first meeting took place at a cafe on the outskirts of StarCitizen:Prime. Grouse had likely undergone facial reconfiguration. Under instruction to retrieve and delete, Dougan decided to keep copies instead as insurance. During the robbery, Dougan made use of a single-use stun-glove obtained from StarCitizen:Klanger on StarCitizen:Spider to take down Behring security guard StarCitizen:Duane. She then used her StarCitizen:Pyro RYT Multi-Tool to cauterize the wound that Houlan made to extract Duane's deadswitch allarm. During the hack itself, an alarm was tripped, bringing turrets online covering the only route of escape. Dougan threw a StarCitizen:Joker Engineering StarCitizen:Insta-Friends decoy to expend the turrets' ammunition, but the ammo lasted to take it out. She used her Pyro to solder a nearby battery onto her other Insta-Friends decoy to extend its duration and deployed that too, managing to drain the turrets. The two left the premises just as armed guards entered. They used their ship, the Belligerent Duck to escape from a private hangar in the Behring complex. A StarCitizen:Behring Security StarCitizen:Sabre pursued, hailing with the threat of shooting down the Duck. Dougan is able to distract the Sabre with missiles forcing them to fire flares, buying Houlan enough time to use distortion cannons to disrupt the Sabre's power supply. Maxing out the thrusters for all they were worth, Dougan sped the Duck away from Behring's headquarters. However, rather than angling up to leave the planet, she angled the ship towards the nearby mountainous island range. There, she lowered the ship down into a small alcove cut into the beach beneath a rocky outcropping. Diverting power from the Mercury's shields and thrusters, Houlan booted up their reg-spoof so that they would be able to fly around incognito. Having to scrap the rendezvous with Grouse, they contacted allies via StarCitizen:mobiGlas and prepared to go on the run from the Advocacy, heading for Banu space.<ref>Template:Cite RSI</ref>

The Reunion

{{#ev:YouTube|https://youtu.be/zPJA54sWAec}} In 2950, with Houlan out of action, Dougan captures StarCitizen:Madi Zhen from her former captors, the "miscreants", with an aim to trade her to the StarCitizen:Deacons for Advocacy authorization codes. Aboard the Duck, she keeps Zhen restrained using Banu voice-activated handcuffs. While Dougan leaves Zhen un-attended to make repairs on the Duck, Zhen tries to distract her by recounting tales of when she served as part of the ship's crew - the multiple occasions upon which StarCitizen:Sora Leij attempted to steal the ship.

When approaching the Deacons' base, Zhen makes reference to their shared time on StarCitizen:Lago. In the end, Dougan changes her mind about the exchange, seemingly offended by being called a back-stabber. She unlocks Zhen's cuffs and the two make a miraculous escape on foot while under heavy fire. Dougan takes out several of the Deacons using her StarCitizen:Salvo Frag Pistol including the driver of a StarCitizen:Cyclone TR. She commandeers the vehicle and Zhen gets in the turret.

Zhen takes out two StarCitizen:Ursa rovers and a StarCitizen:Dragonfly with the turret. They also come under fire from a StarCitizen:Ballista. Struggling to take out a second Dragonfly, Dougan spins the vehicle and shoots the pilot with her pistol, reversing the Cyclone up the ramp of the Belligerent Duck. A third Dragonfly crashes into the closing ramp door.

Once airborne, Dougan outmaneuvers two Ballista missiles. Zhen takes out one of them with the turret. Dougan fires flares, but they fail to stop the missile. In a last-ditch move, she cuts power to the Duck's engines, falling into a small gap that the missile snags on and explodes. Turning the power back on, she's just about able to pull the ship out of the dive.

In StarCitizen:Quantum Travel, Dougan heads into the ship's hidden compartment, where she uses the authorization codes to unlock the Advocacy cryocell that Mas Houlan is sleeping in. Before he can thaw out though, Sora Leij gets the ship to drop out of quantum using a StarCitizen:Mantis and Madi Zhen pulls her gun on Dougan, revealed to have sold her out before reaching the Deacons. However, Zhen returns the favor from earlier and opts to take Dougan's side in the fight. The Duck makes its escape.
