History
During the land rush of the early 26th century, many planetary prospectors operated outside the protocols of the StarCitizen:Office of Land Development because the fees and delays attached to legal land claims could be costly. In 2530, Gaia Planet Services followed this practice and began terraforming a world in the StarCitizen:Pallas system without authorization.<ref name="claiming-space" /> The company had failed to properly scan the system before attempting to terraform StarCitizen:Pallas III.<ref name="icc" />
The planet was not uninhabited. While the terraformers were assembling their equipment, a previously unknown species, later identified as the StarCitizen:Xi'an Empire, arrived at the site. The Xi'an captured the entire crew and held them under guard, releasing only the foreman, StarCitizen:Charles Baxter, as a gesture of good faith. Baxter was brought before a subcommittee on StarCitizen:Earth to account for the incident, with 275 of his colleagues still detained.<ref name="galaxy-bigger" />
The episode in the Pallas system nearly triggered an interspecies war between humanity and the Xi'an and contributed to growing calls for stricter regulation of land development. A few years later, in 2547, Imperator StarCitizen:Ivar Messer declared eminent domain over the StarCitizen:United Empire of Earth, requiring any party to apply to the Office of Land Development before settling or developing a parcel of land.<ref name="claiming-space" />
