The Government Modernization Act was a bill made in StarCitizen:2793 to attempt to move the capital of the StarCitizen:UEE from StarCitizen:Earth to Terra. The bill famously failed by just three votes. It later inspired Senator StarCitizen:Mira Ngo to attempt this again in StarCitizen:2942, which also failed. This lead her to run for StarCitizen:Imperator during the StarCitizen:2950 UEE Imperatorial election, and make it her main campaign pledge.<ref>Template:Cite RSI</ref>
