On your second visit to StarCitizen:ICC Probe 849, StarCitizen:Tessa Bannister informs the player of a disturbing distress call, unlocking StarCitizen:2909-UEE831 as a StarCitizen:Quantum drive destination.

Quantum Drive to ICC Probe 849.
New Objective: Distress Beacon
Quantum Drive to 2909-UEE831.
Fly straight ahead towards the largest asteroid in the cluster.
New Objective: Protect Ship
The ship that broadcast the distress turns out to have been disabled by StarCitizen:Nine Tails Outlaws. Two outlaw ships spawn per player. The mission can be completed by disabling, destroying or scaring off the outlaws, allowing the victim of the attack a chance to escape. Unlike the first mission, combat is mandatory.

After a cool down of about a minute, when the player next visits ICC Probe 849 it will trigger StarCitizen:ICC Assistance (3).
