Human-Xi'an Trade Initiative (HuXa, Template:PA) is a StarCitizen:UEE trade agreement with the StarCitizen:Xi'an Empire announced by StarCitizen:Imperator Costigan approved in StarCitizen:2947. The UEE representative was Ambassador Yanna Coso.<ref>Template:Cite RSI</ref> It heavily deregulates restrictions on inter-Empire commerce, incentivizing StarCitizen:Xi'an houses to do more businesses with StarCitizen:Human companies, and much more. The agreement surpasses 10,000 pages and the public complaints about its complexity. The legislation has remained a secret to the public until its announcement to avoid rampant speculation among investors, respect the one-for-one negotiation policy in Xi'an culture, and respect the request of the Xi'an house.<ref>Template:Cite RSI</ref>
