The recipe is a reward from Dragonwilds:Vekchenven Kara, a Dragonwilds:dragonkin vault. It can be obtained by interacting with a Dragonwilds:dragonkin effigy within the vault. The Effigy can be found up a path revealed (while Dragonwilds:soulrifted) above the Dragonwilds:spectral door in the room you jump down into after the fight with the Dragonwilds:rotsworn necromancer.
