You need a higher necromancy level to solve this quest. You will eventually learn an ability that allows you to show him an unusual skeleton as found deep in a cave under Rahu (the sewers connect to caves).

Reach Necromancy level 64 and learn Raise Skeletal Ratkin Mage 5 from Bogaku in Rahu Sewer Goblin Encampment. Once you have learned the spell and obtained a Ratkin Necromancer's Talisman, you need to summon one of those Skeletal Ratkin Mages and talk to Daniel Murderdark with the skeleton in tow.
