It is located in Dragonwilds:Ashenfall within the Dragonwilds:Fractured Plains. When Brakka was killed and devoured, the tower, out of spite, was claimed by Dragonwilds:Velgar.
To gain access to Velgar's Rise, the arena to challenge Velgar, players must have started the Dragonwilds:Dragon Slayer Dragonwilds:quest.
