• Can be found on ProjectGorgon:Baby Slimes. It seems to be an uncommon drop.

Eltibule Bovines

• Both the ProjectGorgon:Feral Cow and the ProjectGorgon:Feral Bull seem to have a higher chance to drop Sulfur than most other mobs. This chance is still around one out of fifteen mobs.

ProjectGorgon:Myconian Cave

• Some mobs in the Myconian Cave will drop Sulfur, although it is a rare drop.

ProjectGorgon:Brain Bug Cave

• ProjectGorgon:Preserved Corpses may drop ProjectGorgon:Sulfur.

ProjectGorgon:Kur Tower

• The ProjectGorgon:Striga Shaman in Kur Tower have a good chance to drop ProjectGorgon:Sulfur, ProjectGorgon:Fire Dust, or ProjectGorgon:Saltpeter.

Everything else

• Pretty much every wild animal in ProjectGorgon:Serbule, ProjectGorgon:Eltibule, and ProjectGorgon:Kur Mountains has a low chance to drop Sulfur.

Snow oxen in gazluk have a 1-in-21 chance of dropping sulfur. It's the best drop I see in a quick glance. (But it's quite complicated to calculate the exact percentage, so there may be better)

They are in the "misc junk" loot table for a lot of monsters -- most level 40 monsters have a small chance to deep sulfur. It's hard to farm for specifically but should build up naturally as you massacre monsters
